The local government is an elected Council, made up of a mayor and councillors. The Council has its jurisdiction under the Local Government Act 1984 of Kiribati and is answerable to the Ministry of Internal Affairs.
Council’s services are largely provided through the Council Support Funds it receives from the Government of Kiribati (GoK) and as outlined in its Annual Budget.
The council organisation is managed by the Council Clerk who is appointed by the GoK. ETC has approximately 70 employees and is the largest employer on the island.
Council endeavours to maintain a flexible workforce that can respond quickly to emergencies and other reasonable requests within the capabilities of its staff numbers, vehicles and available equipment.
Upgrades to North Tarawa community infrastructure and services may be subject to external funding sources including foreign government and non-government organisation aid.
Council helps supports a range of Government of Kiribati and non-government organisation services on North Tarawa.
Health Clinics are located across a number of villages in North Tarawa, with registered health clinicians being available for enquiries.
Health Clinics work closely with Council to implement measures to combat any outbreaks of notifiable diseases.
Clinics may provide certain common medicines and forms of treatment free to residents.
Health Clinics have direct contact with Kiribati’s hospital system – including doctors that are on call at most times – and can arrange medical evacuations in extreme circumstances.

Council does not directly provide telecommunication services to the islets but does play an advocacy role in seeking to improve services and assisting Government of Kiribati and private providers to maintain acceptable levels of service and implement much-needed improvements.
Mobile (3G and 4G) phone services are available across many of the North Tarawa islets, There are no practical landline phone services on North Tarawa.
Internet services are presently limited to the mobile 3G/4G service which provides reasonable coverage across most of North Tarawa.
Council provides office facilities for a Court Officer at the Council’s offices in Abaokoro. Any Court appearance or other related matters including filling of forms and lodgement of statements and/or payments can be discussed and dealt with by the Court Officer during normal business hours. It is strongly advised to make an appointment prior to visiting.
Council assists with the distribution of mail to its main villages through its village staff who work closely with their communities.
Mail is delivered to North Tarawa on an irregular basis but can generally be expected at least fortnightly.
There are pre-school and primary schools in many villages on each of the islets across North Tarawa. Many pre-schools and some primary schools are Christian church-run facilities.
The Immaculate Heart College high school is in Nooto village and and run by Our Lady of the Sacred Heart sisters.
The Council helps support these facilities on a ‘needs basis’ with maintenance in the surrounding areas, occasional transport for pupils and special occasion events as well as advocacy assistance for funding applications directed at school improvements.
North Tarawa comes under the jurisdiction of the Kiribati Police Service and has officers situated in Abaokoro. Although Council is not directly involved in police duties it does work closely with Kiribati Police, especially through its network of village staff members who help enforce the Council’s Bylaws and promote a ‘community watch’ approach to any suspicious or reportable activities.
