New Strategic Plan
Eutan Tarawa Council is leading the way for Kiribati local government councils with its preparation of a new Strategic Plan for its community for the next four years and beyond.
The new Strategic Plan is expected to be one of the first for Kiribati local government councils, setting a pathway for the future in alignment with the Government’s own Kiribati 20 Year Vision 2016-2036 and its Development Plan 2020-2023.
Council already undertook preliminary community consultations and workshop discussions through its Island Development Committee during November – December 2022 with the assistance of an Australian Volunteer Program in-country volunteer. The Council and its volunteer met with village leaders, some business representatives as well as the Minister of Internal Affairs and Deputy Secretary of the Ministry of Internal Affairs to capture key issues and requirements in its considerations.
A preliminary findings discussion paper has been presented to Council and is expected to form the basis for the preparation of a draft strategy, expected to be finalised for Council’s further consideration and consultation in early March this year.
The Strategic Plan is a requirement of the Ministry of Internal Affairs and will look at North Tarawa’s and the Council’s current situation, challenges, opportunities and needs. The strategy will identify an overall vision for North Tarawa as well as priority issues and associated actions for the Council to concentrate on during the next four years and into the longer term future.
Council’s Mayor – Kaua Francis – has said “The Strategic Plan should be a proactive statement that encourages and attracts sustainable development for North Tarawa to enhance prosperity across its communities while recognising and maintaining the region’s culture and character.
North Tarawa has a lot to offer and this is an opportunity for the Council to lead by systematically and consultatively identifying key strategic projects that will act as catalysts for sustainable growth. This will not only aid prosperity in North Tarawa but also contribute to Kiribati’s economic and community development overall.
Once completed, the draft Strategic Plan must be approved by the Ministry of Internal Affairs before it can be finally adopted by the Council. The Plan is expected to help guide the Council in its annual budget and operational planning as well as serve as an indicator for preferred investment by other external sources including aid donors.
